Ponca City Main Street Improvement Grant 2025-2026
The Downtown Ponca City Improvement Grant Program, offered by Ponca City Main Street (PCMS), is available to property owners and merchants within the Central Business District (CBD) to support building improvements, renovations, and expansions of commercial properties. This grant is a 50/50 matching program, contingent upon the following conditions and availability of funds. The grant's primary goal is to further our mission of revitalizing downtown Ponca City, reducing building vacancy, preserving historic properties, and supporting small businesses. PCMS is a 501(c)(3) non-profit organization.
Project qualification is at the discretion of the PCMS Design Committee & Board of Directors.

Grant Conditions & Criteria
- Location: Applicants must be located within the CBD boundaries (Please see map).
- Permits: All necessary building permits must be obtained from the City of Ponca City before project commencement.
- Contractors: All contractors must be licensed and bonded. We ask that other PCMS Investors are given first consideration based on availability and capacity. (Investors - Ponca City Main Street (downtownponcacity.com)
- Agreement: The building owner(s) and tenant(s) must agree on the proposed project.
- Preservation Priority: Preservation projects will receive first priority to comply with Main Street America Accreditation (Standard 5: Preservation-Based Economic Development | Main Street America)
- Compliance: Projects must adhere to the Secretary of the Interior’s Standards for the treatment of historic properties (eCFR :: 36 CFR 68.3 -- Standards.) and the Historic Downtown Ponca City Design Guidelines, as applicable.
- Color Palette: Project colors must be selected from the approved Oklahoma Main Street Color Palette (Main-Street-Color-Palette.pdf) (downtownponcacity.com). Please include the color name and number on the application. (Logos are excluded from color palette requirements.)
- Reimbursement: Reimbursements will only be issued after the project is completed, and receipts and paid invoices have been submitted to and reviewed by PCMS staff. Incomplete projects will not receive reimbursement.
- Approval: Applicants must wait for final PCMS board approval and a notification letter before purchasing any goods, products, or supplies for the project. Qualified applications do not guarantee funding. Funding is subject to change.
- Ineligibility: Completed projects or those already underway will not be considered.
- Application Deadline: Only fully completed applications received by the deadline will be considered.
- Final Decision: All application decisions are solely at the discretion of PCMS and are final.
- Completion Deadline: The project must be completed by April 1, 2026.
- Acknowledgment in Advertising: The following statement must accompany all advertising related to the project by the grantee: “This improvement is made possible with the assistance of Ponca City Main Street through their Downtown Ponca City Improvement Grant Program.”
- Improvements could include but not limited to: Facade Restoration, Storefront Updates, Roof Repairs, Energy-Efficient Upgrades (including windows), Accessibility Improvements, Plumbing and Electrical Upgrades, Adding Outdoor Space & Seating, Upper-level Renovations, Shared Workspace Creation, Historic and/or New Signage, Brick and Stone Cleaning, Awning Restoration, Exterior Lighting Enhancements, New or Refurbished Exterior Doors, Green Spaces, Exterior Painting Projects, Exterior Preparation for Murals, Outdoor Murals (on approved surfaces, requests for murals on historic surfaces will not be granted), Stormwater Management, Fire Safety Upgrades, ADA Accessible Entrances, Plumbing, HVAC, Electrical, Removal of Non-Historical Building Elements, etc.
